भोपाल स्टेशन स्वच्छता में सबसे अधिक सुधार करने वाला देश का नंबर-1 स्टेशन बन गया है। रेलवे ने सोमवार को स्वच्छ रेलवे स्टेशनों की रैंकिंग जारी की है। इसमें भोपाल स्टेशन को देश के 75 ए-1 श्रेणी के स्टेशनों में 30वीं रैंक मिली है। साल 2017 में जारी हुई रैकिंग में भोपाल स्टेशन को 74वीं रैंक मिली थी, यानी गंदे स्टेशनों में भोपाल नीचे से दूसरे पायदान पर था। नई रैकिंग में भोपाल को 1000 में से 833.6 अंक मिले हैं, जबकि बीते साल 499.2 अंक ही मिले थे। इस तरह अंकों की मानें तो स्टेशन ने साफ-सफाई, यात्री सुविधा के मामले में 334.4 अंक की बढ़त बनाई है। इसी की बदौलत रैकिंग में 74 से 44 पायदान का सुधार कर स्टेशन 30वें स्थान पर पहुंच गया है।

The Indian Railways has announced a new time schedule for over 300 Northern Railway trains. The new timings will come into effect from August 15 (Independence Day), a statement from the zone read. According to the new schedule, the departure time of 57 trains has been preponed and 58 trains have been postponed. Similarly, the arrivals of 102 trains have been preponed while 84 trains have been postponed.
The new timetable schedule will change the timings of several Shatabdi, Rajdhani, Duronto, Mahamana and Humsafar Express trains. Few of the trains whose departure timings have been preponed include Tejas Express, Haridwar-Udaipur City Express, Lucknow mail among others. Some trains whose arrivals have been postponed are Neelachal Express, Dehradun-Amritsar Express, Humsafar Express, Jan Shatabdi Express among others. The

the A1 and A category of railway stations respectively. Interestingly, both Jodhpur and Marwar of the North-Western railway zone were not in the list of top 10 cleanest stations in the 2017 survey! While Jodhpur has topped with a score of 977.97, Marwar has scored 972.71.
Since 2016, Indian Railways has been getting a third-party survey done – ranking its A1 and A category of railway stations on the basis of the cleanliness standards that are maintained. According to Indian Railways, under ‘Swachh Rail Swachh Bharat’ survey, the average cleanliness score of railway stations has gone up. Last year Andhra Pradesh’s Visakhapatnam and Punjab’s Beas had topped the list in the A1 and A category of stations respectively.
After Jodhpur, Jaipur (North-Western railway) and Tirupati (South-Central Railway) have bagged the second and third slot in the A1 category of stations. In A category, Phulera (North-Western railway) and Warangal (South-Central railway) have come second and third. According to the survey, Madhya Pradesh’s Bhopal has shown the maximum improvement in its score. In 2017, the station had scored 499.22 and in 2018 the score is 833.61 – an improvement of 334.38 points! Rajasthan’s Hanumangarh has also shown a big leap with a score of 928.78 in 2018 as against 535.42 in 2017 in the A category of railway stations. The survey of cleanest railway stations also states that in 2018, as compared to 2017 there has been an improvement of 9% in the first 100 stations. While 10 zones have shown 10-20% improvement, there is more than 20% progress in 4 zones. North-Western railway has topped the list of cleanest zones with South-Central railway coming second and East Coast railway at third. The survey, conducted by Quality Council of India (QCI), has assessed 407 A1 and A category of railway stations. The four part survey is based on process evaluation, direct observation, citizen feedback and station manager interview. A team of 160 assessors have been trained for the survey and the data is collected on a real-time basis through an online platform. Approximately 1,20,000 passenger feedback has been taken into account for the survey by Indian Railways. Not only that, a central 24 by 7 control room was set up to monitor daily progress, says Indian Railways. While the station manager’s interview is qualitative in nature, the three other parameters – process evaluation, direct observation and citizen feedback – were given a weight-age of 33.33% each. A1 and A category of Indian Railways stations contribute around 80% of the total passenger revenue.
Railway Minister Piyush Goyal has said that over the past four years, Indian Railways has focused on improving cleanliness standards of its trains, toilets, platforms, waiting area and parking at stations.

The cash-strapped Railways -- one of the largest public-sector employers -- is currently reeling under the impact of pension payment which is at the moment around Rs 50,000 crore annually, while the losses in passenger segment is touching Rs 35,000 crore.

reeling under the impact of pension payment which is at the moment around Rs 50,000 crore annually, while the losses in passenger segment is touching Rs 35,000 crore.
In a report to the Parliament, the Railway Convention Committee (RCC) reviewing the internal resource generation, has also recommended that the Railways should periodically revise and rationalise train fares to increase passenger earnings in the wake of these losses.
According to the Railways, the losses are primarily because passenger fares have not been increased for long, though fares have been raised in certain category of train for limited passengers.
“Taking into account the whopping loss of revenue in passenger services coupled with an operating ratio of 98.5 per cent, the committee is of the considered opinion that the Railways have ultimately to undertake gradual or periodical fare rationalisation, besides embarking upon other requisite measures to increase passenger earnings,” the RCC report said.
The panel has also asked the Railways to make a segregated assessment of the actual revenue benefits accrued through the introduction of the flexi-fare system, which is “sometimes reportedly at par with air fares in economy class”.
Expressing its deep concern over the shortfalls in earnings, the committee has found that during the last five years — from 2013-3014 to 2017-2018 — there have been shortfalls on the part of the Railways in achieving internal revenue generation targets, except in 2014-2015.
During 2013-2014, 2015-2016, 2016-17 and 2017-2018, the shortfall was of Rs 2,828 crore, Rs 769 crore, Rs 2,782 crore and Rs 8,238 crore, respectively.
For the Railways, with its over 13 lakh employees, it is only the ministry which bears its pension liability and for everyone else it is borne by the Ministry of Finance while the passenger operation is cross-subsidised with the earnings from the freight service.
“I would like to submit here that when it comes down to devising the salary structure and the pension structure, the Ministry of Railways has no say in that. The decision is taken by (a) different ministry, irrespective of whether it is Rs 3,000 crore, Rs 5,000 crore, Rs 10,000 cr, it is the Ministry of Railways which is expected to generate these additional resources,” Chairman, Railway Board, has stated to the committee.
The committee, headed by Biju Janata Dal (BJD) MP Bhartuhari Mahtab, has found some merit in the contention as the huge impact of the pension liability is adversely affecting internal resource generation by the Railways.
Taking into consideration the merger of the Rail Budget with the Union Budget, the committee has suggested the Railways take up the matter with Finance Ministry and other appropriate authorities so that at least a part of its pension liability is borne by the Finance Ministry.

for AC coaches have been slashed as part of the dynamic fare fixing based on traffic pattern than on demand-supply ratio. Other zonal railways have also been directed by the Railway Board to adopt the dynamic fare of South Western Railway, fixing on passenger traffic model in order to boost travelling in Indian Railways.
Here is the list of rains in which fares for AC coaches have been slashed:
1) In Gadag-Mumbai Express train service, the AC fare has been reduced by the South Western Railway with effect from November 11, from Rs 495 to Rs 435, up to Solapur in western part Maharashtra after Kalburagi in north-west part of Karnataka.
2) In Mysuru-Shirdi Weekly Express train service, the South Western Railway has reduced the AC fare with effect from December 3, from Rs 495 to Rs 260 between Mysuru and Bengaluru.
3) In Yesvantpur-Bikaner Express train service, three AC fare has been reduced by the South Western Railway with effect from November 30, from Rs 735 to Rs 590 between Bengaluru and Hubballi.
4) In Yesvantpur-Secunderabad Express train service, the South Western Railway has reduced three AC fare with effect from November 22, from Rs 345 to Rs 305.
5) In Yesvantpur-Hubballi Weekly Express train service, the AC fare has been reduced by the South Western Railway from Rs 735 to Rs 590.
