Well, if cost-cutting is important, then they should allow more other jobs than LPs. LPs are very cost intensive. They are a specialized jobs. It starts with their training and the training (refreshers) continuously takes place. And they need to undergo periodic physical and mental health checkups. If we talk of railways, number of LPs who don't complete 20 years of driving is good as they prefer desk jobs (preferably 9-5 type with the benefits of all govt. holidays and those of running staff). And it gets easy for them during the periodic medical checkups to recuse themselves from driving.
