I dont think so as per Railway Board approved notification Latur rd Bidar section is in SCR NED division itself please check the Railway board letter

With announcement of New South Coast railway zone it will be very good if Gulbarga railway division is operated in SWR as approved by Railway Board in 2014.

WIth this Line from Hotagi till Raichur will come in SWR... and from Raichur to Dharmavaram will come in new SOuth coast zone about 230Kms and remaining will be SWR(home zone), so issue will not to too big for trains from Bidar, Gulbarga, Yadgir, raichur, Bijapur side towards Bangalore. if it comes under SCR or CR there it will add more complications as train has to pass via more zones.

Yes before SCR was from Wadi outer to Dharmavaram so operation was easy if Gulbarga come under SCR but now after new SCOR it looks better if Gulbarga come under SWR as trains from Gulbarga to Bengaluru just need to pass one non home zone which is SCOR after that again SWR starts so like this train can run more in home zone. This is for present state but later when new lines like Wadi Talakal and Raichur Ginigera and Rayadurg Tumkuru completed then trains can run end to end in home zone itself.. Revenue of Wadi and Raichur will help Gulbarga division to be in good profits with good train services to state capital and other intra cities of state..

If Kalaburgi comes under SWR operational constraints would be reduced and more intra state trains can be run. That is the whole purpose of bringing it under SWR. Kalaburgi hardly has any connectivity to rest of Karnataka.
