Gorakhpur - Goa train must be routed via Lucknow and Kanpur.
Being the capital of UP Lucknow and being the most populous city of UP Kanpur both are not connected to Goa, so it will be more beneficial to run it via LKO and CNB.

I think to decongest the congestion at Lucknow first of all either LKo NR should be merged in NER or Lucknow NEr should be merged in NR..i mean both the station should belong to a single zone for better understanding between the officials and better co ordination.And after that all the terminating/originating trains and the trains falling under general waiting quota should be shifted to Lucknow ner and all the passing trains should be shifted to LKO nr..it will avoid rake reversal of many trains and hence there will be lesser congestion...and like bhopal and surat etc lko nr can handle a lot of trains with ease...
