Report doesn't mention any loss of life. As is, goods LPs are supposed to be cautious since their next promotion would land them job of driving passenger trains. Let us wait for report on this derailment. LPs lives are a lot more important since railways spends good amount of time in their training and regular medical checkups than any other railways employees.
That incident did not happen on IR. IR did not have any jurisdiction on that path and the drivers (LPs) were not IR employees. Signalling and points were handled by NTPC. Locos were owned by NTPC (correct me if I am wrong), LPs were NTPC/contract employees, so they could have been cautious. In IR, goods LPs have a lot to lose in such an accident.
LPs are basically mechanical or electrical diploma holders who can rank up faster on upgrading their qualifications. There are many LPs who obtained training from ITI and such institutes, though. Anyway, quest for the LPs is not the diploma/degree obtained through studied Q&A, but the knowledge about actual working of a loco. These are rare.
