The commuters in MEMU trains between cities are daily travellers and marginalized with less income per day and mostly use to work in shops or markets as daily laborers and mostly season tickets holders. The sector in which they work is unorganized sector and cannot afford Vande Bharat trains of present form. Some commuters who work in govt sector and organized private sector(both well paid Rs 1500 per day or more) who have decent earnings will shift to upgraded trains provided the fare is reasonable.
