Yeah, you got it right! Both ASR Shatabdis are given more importance than both Kalka Shatabdis on this route. There must be some urgent or emergency situation for that to happen. During winters, from 2010 to 2015, when I used to commute daily, I observed that on foggy mornings, Shan-E-Punjab, ASR Shatabdi, and Kalka Shatabdi used to run one after the other with delayed departures from NDLS. ASR Shatabdi would usually pass Shan-E-Punjab at Karnal, and Kalka Shatabdi would follow behind until UMB. So, unless something extraordinary happens, there's no chance of Kalka Shatabdi overtaking ASR Shatabdi. Even if you check the current timetable of Kalka Shatabdi, it has a similar running time to a normal intercity train between KKDE and UMB, as it follows behind SEP.
