There may be many trains in IR which is useless because it use to run almost empty. You may take example of LJN-ANVT-LJN DD. This train rarely has passengers more than 50% of its capacity. There may be many such trains on many routes, about which I don't know.
But, it has approx 50% occupancy. Right?
For today's run, 12583 had 847 vacant seats. The total number of seats is 1200. So, the occupancy was 1200 - 847 = 353( approx 30%). So, the train was useful for 353 passengers.

This train should run via SUR-DD-MMR route or timing should change, maybe then it will get passengers.
This occupancy figure is of 12583/84 Lucknow Jn - ANVT Double Decker Express and not 22685/86 YPR - CDG Karnataka Sampark Kranti Express. 22685/86 doesn't have dearth of occupancy.
You don't have to call other trains useless. But SWR LHB conversion policy was one of the worst and totally biased. SWR still has prominent 130 MPS section passing trains in ICF still whereas many 110 MPS ones are LHBfied long backup.
A prestigious and 130 section passing train like Goa express is getting LHB in June 2023 but many 110 MPS ones in SBC and MYS divisions are LHBfied long back I won't name them you can find out yourself.
If anyone is unlucky in SWR zone than its VSG CDO...
