Few years back, IR tried something similar to tackle train delays due to fog. Many daily trains were given a day's off. But during that year fog was not that bad and on most days trains were running with nil or minimal delay. So IR rolled back it's decision and never implemented it again. What I feel is, instead of changing timings, IR should arrange enough spare coaches to tackle delays. This is possible given the huge turnout from ICF every year. Different Time Table followed during monsoon in KR is due to lesser MPS trains which is very important for safety reasons. Nothing much can be done to that.
