Only 5 categories of trains are basically required on IR
(1) DMU/EMU-All passenger trains to be coverted to DMU-90-110kmph SG coaches
(2) Express-non acGen,IIS,SL, ACDD ,ACC,EC,AC3E,ACIII,ACII,ACI-110kmph(<55 avg speed), SG coaches
(3) SF Express- non acGen,IIS,SL, ACDD ,ACC,EC,AC3E,ACIII,ACII,ACI-110-130kmph(55+), SG coaches

(5) Premium SF Express ( Fully AC) -ACDD,ACC,EC,AC3E,ACIII,ACII,ACI-130-160kmph(65+), HOG coaches, superior pax amenities. All the special trains like Raj/duronto/ACSF/GR/Shatabdi trains must be merged I this class.
(6) A reasonable fare structure need to be adopted like:

Base fare-approximately as per as per above ratio
(7) Safety surcharge & Development surcharge- compulsory to each traveler to ensure safety and capacity augmentation of rail network in the interest of Indian Economy and citizens.
(8) Res.Charge- Res. Charge to double for more than 27 hrs journey and triple for more than 51 hrs journey.
(9) Train Class/Category Charge-10% of base fare for SF, 20% of base fare for SSF, 30% of base fare for PSF
(10) Although lower class fares are a bit on in lower side, Govt may give subsidy/ concession to particular class of travelers or particular group of persons (say patients, journalists, Sr citizens etc) by way of money transfer into their Jan Dhan account linked with the adhar card of the traveller.
(11) The fare of train tickets should be atleast 10% lesser than the equivalent fare charged by the bus operators for similar travel as atleast some benefit of the inherent cost benefits of rail transport over road transport should go the travelers.
(12) Flexi/Suvidha must be dropped however Tatkal Scheme may be continued to facilitate last minute Business travelers at higher charges.(Max. 10% seats in Tatkal quota and Max 30% extra fare)
