WCAM's will not be scrapped. They have almost 5-6 years of life pending. Post conversion into AC traction, WCAM-3 will be used as Bankers on thull and bhor ghats. WCAM-2 will also be either used as bankers or will continue to haul I/E trains. That's why all the WCAM-3 & WCAM-2 are converted into pure AC traction
There is no progress in DD ELS since currently,DD is under diesel traction. Once DD will be electrified,work will start and if all goes good then by 2016 DD ELS will be working.
