Why are these zones running specials with LHB rakes whereas regular ones are still ICF ?
most likely seeing profit motives, as LHB Coaches have more capacity than ICF Ones, either that or not having enough Rakes to LHBfy the regular trains, because some trains need like 2+ Rakes, so instead of idling the LHB Rake, they're running it as Specials I think
It's mostly because LHB will be having more ACs with rake standardization and 3AC will earn more than SL class.
Also these specials are run at higher price than normal trains.

It is the policy of the RB to reduce SL coaches in all long distance Exp trains and increasing the 3rd AC coaches to meet the expenditure of Maintenance of the trains.
With the Zero (0) before the train number and SPL after the train number Railways are charging 30% extra fare. TOD (Train On Demand) is also added.
