This can be controlled but can not be completely obsoleted ! To control tracks will be required to be circumferenced by barbed wires , demolition of unauthorised dwellings , tress passers will required to controlled at critical incident points (identification would be required) .
Ultimate solution would be to seclude rail tracks in the dense areas from surrounding activities ! Which will be more costly than repairing windows in such case !!

Only solution to this:

1) Entire Railway track needed to be fenced/walled to prevent unauthorised entry in railway tracks

2) All railway level crossings must be converted either subways or underpasses. Example :

In Chennai Palavanthangal (connecting GST road with that opposite arra of track) and Chrompet Railway crossings(near Saravana Stores and near Railway station)must be closed immediately and to be converted as either subways or underpasses.

3)Need of pedestrian crossings like in roads for walkers either above or below the track, if applicable.

3)RPF should be there even at less dense/halt like stations

4) CCTV cameras with long covering range can be fixed when tracks are in unpopulated areas like crossing forest area/uninhabited area etc to identify and detect malicious activities apart from major populated areas.

5)Except at emergencies like Train accident/Fire in train/finding cracks or malicious objects in railways tracks, no other purpose no public should not enter railway tracks for the purpose of loitering or celebrating any birthday party, taking reels in Instagram etc and also those whom are pelting stones/using flammable objects/or creating fear among public by threatening others must be punished with 3-5 years rigorous prison with non bailable jail sentence.

All points I agree, except for the second half of the 1st point... i.e. walls to be constructed... if that happens then one may not be able to see the nature... so I'd sort of contradict to that.... but other points, fair enough.....

Is this pelting exclusive to Vande Bharat trains these days? Because Shatabdis run on more routes than them and are largely pelt free, atleast on most routes now.

Educating people living nearby railway tracks needed. Also GRP & RPF should introduce scheme of cash prize whoever gives information upon stone pelting. Finally the culprits should pay fine as per damage and court orders. Railway court should strictly fine such people.
