Mr. Kharge presented one of the best Railway budget a few months ago. Sadly, he will not be at the helm to implement it. All previous Rail Ministers favored their states. When Lalu and Nitish Kumar were Rail Ministers, more than half of the new trains started or passed via Bihar. Similary, when Mamata was the RM, more than half of the new trains started or passed via Bengal. The same thing applied to Mr Bansal, most of the new trains started or passed or were extended up to Chandigarh. Mr. Kharge presented a wonderful budget and there were a lot of good initiatives, especially for Mumbai, a region that Mr. Kharge does not represent and a region that was ignored by all previous RMs. I hope the new RM implements all of Mr. Kharge's proposals

He is not obligated to implement Vote on Account proposals. Mumbai needs are very high and only Railway can not address them. Metro is another useful mode coming up.
Saying half of train is something that they started or terminated from nowhere to said state or they had strict restrictions on rest of India passengers.

Yes. Now the new full fledged budget will present. Vote on account is just an expenditure budget for two three months to manage the operations.
Looks like they may not do as the previous ministers did. They mentioned will act in the interest of the nation.
