EMD's came up much before them. WDG4 started seeing mainline use from 1999-2000. WDM3F came up sometime in 2008-09. Even WDM3D came up only around 2003-04. Basically IR started trying to implement some features of the EMD's into ALCO class locos along with improving the power from the ALCO. The result of these experiments was the WDM3D and later it's successors.

I am not sure about all, but 11287 was restricted to 80kmph and not fit for passenger service a few years ago. I am not sure if the loco has been modified since then as I have seen it on rare occasions with passenger trains.
